How Coverage Works
Coverage works town by town. If your address is in one of the five places above, the line serves it, around the clock. The dispatcher confirms the address on the phone, notes the nearest cross streets and sends a plumber who is licensed to do the work.
ZIP codes are a guide, not a rule. They are mail routes, and city limits often cross them. Cornelius is addressed mostly in 97113 but small pieces are in 97123 and 97124. Hillsboro uses both 97123 and 97124, and some of its eastern edge falls in 97006. Banks lists 97109 and 97125 as aliases for rural neighbors. Tell the dispatcher your street address, and the dispatcher will sort out the rest.
Water, sewer and permit rules change at the town line, too. A plumber working in Hillsboro deals with the Hillsboro Development Services and Permitting Center. In Cornelius, building services come from the City of Forest Grove Building Division. Banks and North Plains use Washington County for plumbing permits. Knowing those differences up front keeps jobs moving.

Call (503) 974-3329Forest Grove
Forest Grove is the oldest city in Washington County, incorporated in 1872, with a 2020 Census population of 26,225. Housing here skews older than the rest of the area, with a median year built of 1982 and about 48 percent of homes built before 1980. Older homes tend to have older drain lines, interior piping and water heaters.
The City runs the water utility, and customers should never turn water off at the city meter. The City's Public Works line is 503-992-3258. The private sewer lateral is the owner's responsibility under City Ordinance 52.03, and the City's after-hours sewer emergency line is 503-412-2444.
In the historic neighborhoods south of downtown, including the Clark and Painter's Woods districts, houses were built between the late 1800s and the middle of the last century. Plumbers there can meet old cast iron, mixed pipe materials and walls that were never meant to be opened easily.
Cornelius and Hillsboro to the East
Cornelius is the closest neighbor, a short drive east along Baseline Street. It has a population of 12,694 and a median home year built of 1992, with a small older core near the railroad tracks. The City of Cornelius buys its water from Hillsboro, and owners are responsible from the meter to the house.
Hillsboro is the county seat and the largest city in the county, with 106,447 residents in 2020. Its housing is newer on average, with a median year built of 1997, though the downtown core and some older streets date earlier. Hillsboro issues its own plumbing permits, including for water heater replacement, and owners are responsible for their sewer laterals.
Banks and North Plains to the North
Banks sits about 6 miles north along Oregon Route 47 and is small, with 1,837 residents in 2020. The city draws on springs and wells, Clean Water Services provides sewer service, and some properties are on septic systems or private wells. Those carry different responsibilities, which is why a call from Banks starts with a question about how the property is served.
North Plains is about 7.5 miles northeast. It has grown quickly, from 1,947 people in 2010 to 3,441 in 2020, so many homes are newer. The city buys water from Hillsboro and the Joint Water Commission, and Washington County handles building and plumbing permitting. Gordon Road is known to flood in heavy rain between Commercial and Wascoe Streets.
If Your Address Is Outside These Towns
Call anyway. Some addresses sit just beyond a city limit or in unincorporated places like Verboort, Gales Creek or Helvetia, and the dispatcher can tell you honestly whether a plumber can reach you. The answer depends on the address and the situation at that moment.
If we cannot send someone, we will say so on the first call so you can keep looking. Waiting on a promise we cannot keep would be worse than a quick no. In an emergency, the immediate steps are the same anywhere. Close the main shutoff at your house, avoid the meter, and call 911 for gas.
